"what is the difference between a "Cashback" (CB) & "Get Paid To" (GPT) Website?"
To be honest, there isn't much of a difference, most will pay you a share of the advertising revenue for an action you perform on their website.
If you choose a CB site because you shop online frequently, you will earn a percentage back from the purchase you make.
For example, you decide to shop for pet products and sign into your CB account, you click the chosen retailer, get redirected to their website. You click on the product you want costing £xx.xx, you checkout and pay. The CB site then credits your account with X% of the money you spent.
This happens because you used the link within the CB site thus giving them a finicial payment from the retailer you used because the CB site directed you there.
GPT sites work on the same priniciple but often require you to complete offers, click on ads or emails.
